September 8, 2014 7:00p.m.

The Health Board of the Village of Greeley held a special meeting September 8, 2014 at 7:00 p.m. at the Greeley Village Board Room. Members present were Bob Dutcher, Gary Walker, and Kathleen Anderson. Dutcher called the meeting to order, noted the Open Meeting poster on the wall and thanked everyone for coming.

Role was called: Present: Dutcher, Walker, Anderson. Absent: None.

The Health Board reviewed listing of properties that contain vacant dilapidated buildings.

Motion was made by Dutcher and Seconded by Walker to continue with condemnation procedures on the following properties: Lot 9 Blk 17 Original Town Greeley Village, Lots 16-17-18 Blk 21 Original Town Greeley Village, Lots 1-2-3 Blk 29 Orginal Town Greeley Village, Lot 2 & Pt of Lot 3 (12.5x30) Blk 35 Original Town Greeley Village. Aye: All. Motion Carried.

Motion was made by Dutcher and Seconded by Walker to adjourn. Aye: All. Carried.
Town Hall Meeting
The Board of Trustees of the Village of Greeley held a Town Hall Meeting on September 8, 2014 at 7:40 p.m. at the Greeley Fire Hall. The notice of the meeting was posted and published in the Greeley Citizen. Members present were Bob Dutcher, Pat Donovan, Sally Walsh, Patty Swanson and Tony Wood. Absent were none. Chairperson Dutcher called the meeting to order.

There were 42 registered voters present.

Discussion and comments regarding the 2014-15 budget were held.

Motion was made by Donovan and Seconded by Wood to authorize a tax levy of 108.0000 cents per one hundred dollars of taxable valuation for the budget year beginning October 1, 2014.

Voting Yes: 34

Voting No: 7

Meeting was adjourned at 7:49 p.m.

Special Budget Meeting
The Board of Trustees of the Village of Greeley held a Special Budget Meeting on September 8, 2014 at 7:49 p.m. at the Greeley Fire Hall. The notice of the meeting was posted and published in the Greeley Citizen. Members present were Bob Dutcher, Pat Donovan, Sally Walsh, Patty Swanson and Tony Wood. Absent were none. Chairperson Dutcher called the meeting to order.

Discussion and comments regarding the 2014-2015 budget were held.

Motion was made by Wood and Seconded by Dutcher to authorize exceeding the budget limit for 2014-15 by an additional 1%. Aye: All. Motion Carried.

Motion was made by Donovan and Seconded by Walsh to adopt the 2014-15 budget as published. Aye: All. Motion Carried

Meeting was adjourned at 7:54 p.m.

Special Hearing
The Board of Trustees of the Village of Greeley held a Special Budget Hearing on September 8, 2014 at 7:54 p.m. at the Greeley Fire Hall. The notice of the meeting was posted and published in the Greeley Citizen. Members present were Bob Dutcher, Pat Donovan, Sally Walsh, Patty Swanson and Tony Wood. Absent were none. Chairperson Holley called the meeting to order.

Discussion and comments regarding the 2014-2015 budget were held.

Motion was made by Wood and Seconded by Donovan to set the property tax request for the fiscal year beginning October 1, 2014 at $114,002.00. Aye: Dutcher, Walsh, Donovan, Wood. Nay: None. Abstain: Swanson. Motion Carried.

Meeting was adjourned at 7:55 p.m.

The Board of Trustees of the Village of Greeley held their regular meeting September 8, 2014 at 7:30 p.m. at the Greeley Fire Hall. Members present were Bob Dutcher, Patty Swanson, Pat Donovan and Sally Walsh and Tony Wood. Chairperson Dutcher called the meeting to order, noted the Open Meeting poster on the wall and thanked everyone for coming.

Role was called: Present: Swanson, Walsh, Dutcher, Donovan, Wood. Absent: None.

Motion was made by Walsh and Seconded by Swanson to approve minutes of last months meeting. Aye: All. Absent: None. Motion Carried.

Bob Absalon, Utilities Supervisor, met with the Board and gave maintenance updates.

Motion was made by Donovan and Seconded by Walsh to have Layne Christensen inspect the media filter at the water treatment plant. Aye: All. Absent: None. Motion Carried.

The Board discussed concrete cutting in front of the Greeley Care Home entrances. Quote will be discussed with the Care Home Administration to determine action.

Motion was made by Swanson and Seconded by Walsh to have Topkote armor coat O’Neill Ave. from the intersection of Kerry St. to the intersection of 498th Ave. Aye: All. Absent: None. Motion Carried.

Motion was made by Walsh and Seconded by Swanson to approve the purchase of a new F250 pickup with snow blade and sand spreader from Sid Dillon. Aye: Walsh, Swanson, Donovan. Nay: Dutcher, Wood. Absent: None. Motion Carried.

Motion was made by Dutcher and Seconded by Wood to have curb and gutter work completed by Tom Foster in noted problem areas. Aye: All. Absent: None. Motion Carried.

Jessica Nordhues, Manager at Whistler’s Pub, met with the Board to discuss allowing a 2:00 a.m. bar closing time.

Motion was made by Wood and Seconded by Swanson to extend bar hours until 2:00 a.m. Aye: Wood. Nay: Donovan, Walsh, Swanson, Dutcher. Absent: None. Motion Failed.

Jim Ely, Greeley Village Attorney, met with the Board to discuss contracting with law enforcement.

Motion was made by Walsh and Seconded by Swanson to have Jim Ely discuss contracting law enforcement with the County once again. Aye: All. Absent: None. Motion Carried.

The Board discussed disconnected water accounts, attorney will continue to pursue.

Resolution 2014-0908 was introduced: Be it ordained by the Chairman and the Board of Trustees of the Village of Greeley, Nebraska: WHEREAS, the Board of the Village of Greeley is authorized to conduct all proper business on behalf of the Village, in the interstes of the citizens fo the Village of Greeley; and NOW THEREFORE BE IT RESOLVED BY THE VILLAGE OF GREELEY CHAIRMAN OF THE BOARD AND THE VILLAGE OF GREELEY BOARD, as follows: The Village of Greeley is an incorporated Village; The signors of any loans or depository accounts on behalf of the Village are: Robert J. Dutcher and Kim A. Lyions. IN WITNESS HEREOF, THE PARTIES HAVE AGREED TO THE FOREGOING RESOLUTION AS OF THE DATE INDICATED ABOVE. EXECUTED by the Village of Greeley this 8th day of September, 2014.

Motion was made by Donovan and Seconded by Walsh to enter executive session at 9:40 p.m. to discuss personnel raises. Aye: All. Absent: None. Motion Carried.

Motion was made by Swanson and Seconded by Walsh to exit executive session at 9:55 p.m. and give Ben Absalon a $.50 per hour raise and additional $.50 per hour raise when necessary licensing is obtained.
