Board Meeting Minutes

 

June 9, 2014

 

The Village of Greeley Planning and Zoning Commission held a Special Hearing June 9th, 2014 at 7:30 p.m. at the Greeley Fire Hall. Members present Victor Walz, Patty Harris, Tim Goodrich, Mike Wood and Marie Graff. Absent were none. Kim Lyions, Zoning Administrator called the meeting to order, welcomed everyone and noted the open meeting law poster on the wall.

Role was called: Present: Wood, Walz, Harris, Goodrich, Graff.

Also attending were Jim Ely, Tony Wood, Robert Absalon, Pat Donovan, Todd Ommen, Helen Behnk, Dan Casey, Eric Hellriegel, Patty Swanson, Sally Walsh, Bob Dutcher, Charlie McManus, and Dave Young.

Floor was opened for nominations for Planning and Zoning Chairperson.

Harris nominated Goodrich with no second.

Walz nominated Harris Seconded by Goodrich. Aye: All. Nay: None. Motion Carried.

Harris asked Todd Ommen, Architecture Etc., to explain building plans and what variances were being requested.

Todd Ommen, Architecture Etc., presented drawings to the Board and explained the set back and parking requirements that they were requesting the variance be granted for.

Motion was made by Walz and Seconded by Goodrich to make a recommendation of approval to the Village of Greeley Board of Trustees for the variance request for Article 5.5 R-1: 5.56 Height and Area Regulations, reducing the required front yard from 25’ to 1’. Aye: Wood, Walz, Harris, Goodrich, Graff. Nay: None. Motion Carried.

Motion was made by Goodrich and Seconded by Walz to make a recommendation of approval to the Village of Greeley Board of Trustees for the variance request for Article 5.5 R-1: 7.2 Parking Regulations #5, reducing the required amount of parking spaces required. Aye: Wood, Walz, Harris, Goodrich, Graff. Nay: None. Motion Carried.

Walz suggested requiring a recent survey before approving any building permits.

Harris suggested that only be required if there is a dispute regarding the permit.

Pat Donovan, stated that he didn’t feel that it would make sense to require surveys for small projects.

No action was taken on the subject.

Motion was made by Wood and Seconded by Goodrich to close the Zoning Hearing at 8:04 p.m. Aye: All. Nay: None. Motion Carried. Wood, Goodrich to close zoning hearing at 8:04p.

The Board of Trustees of the Village of Greeley held their regular meeting June 9th, 2014 at 8:00 p.m. at the Greeley Fire Hall. Members present were Bob Dutcher, Patty Swanson, Sally Walsh, Pat Donovan and Tony Wood. Chairperson Dutcher called the meeting to order, noted the Open Meeting poster on the wall and thanked everyone for coming.

Also attending were Dan Casey, Helen Behnk, Marie Graff, Patty Harris, Eric Hellriegel, Mike Wood, Tim Goodrich, Victor Walz, Charlie McManus, Bob Absalon, and Jim Ely.

Role was called: Present: Swanson, Walsh, Dutcher, Donovan Wood. Absent: None.

Motion was made by Donovan and Seconded by Wood to approve the minutes from last months meeting. Aye: All. Absent: None. Motion Carried.

Motion was made by Dutcher and Seconded by Donovan to open the Special Zoning Hearing at 8:08 p.m. Aye: All. Absent: None. Motion Carried.

Kim Lyions, Zoning Administrator/Village Clerk, informed the Board of the recommendation of approval by the Planning and Zoning Commission on all counts of the variance request.

Dutcher asked for any questions regarding the variance request up for review.

Donovan stated there was concern if parking in alley’s would be allowed by residents if street parking was not available during games.

Dutcher asked for any testimony either for or against the variance request.

Motion was made by Donovan and Seconded by Wood to approve the variance requests submitted by the Greeley County School District #7 for required front yard and required parking spaces. Aye: All. Absent: None. Motion Carried.

Motion was made by Donovan and Seconded by Walsh to close special zoning hearing at 8:12 p.m. Aye: All. Absent: None. Motion Carried.

Dutcher introduced resolution Resolution 2014-0609: UTILITY RATE INCREASE. Be it ordained by the Chairman and Board of Trustees of the Village of Greeley, Nebraska: WHEREAS, pursuant to Village of Greeley ordinance Section 6-112, it is necessary to set fees for water consumption from time to time; WHEREAS, pursuant to Village of Greeley Ordinance Section 6-312, it is necessary to set fees for sewer usage from time to time; WHEREAS, pursuant to Village of Greeley Ordinance Section 6-504, it is necessary to set fees for refuse pick-up service, from time to time, As authorized by Village of Greeley ordinances and Nebraska State law, and WHEREAS, the Village of Greeley Board has reviewed the fees set forth on the attached schedule, NOW THEREFORE BE IT RESOLVED BY THE VILLAGE OF GREELEY CHAIRMAN OF THE BOARD AND THE VILLAGE OF GREELEY BOARD, as follows: The rate for water consumption shall be: Regular users: Flat rate of $19.00 per month and Special users (i.e. Schools, churches, court house, outside city limits) Flat rate of $22.00 per month Flat rate includes 2000 gallons, beyond 2000 gallons usage will be billed at an additional $2.00/1000 up to 6000 gal, $1.50/1000 up to 10,000 gal, $1.00/1000 gal over 10,000 gal. The rate for sewer usage shall be: $18.00 per month. The rate for refuse pick-up service shall be: $15.00 per month for fist dumpster and $5.00 per month for each additional dumpster. The foregoing utility rate increases are hereby adopted and shall be in full force and effect from and after June 9th, 2014. IN WHITNESS HEREOF, THE PARTIES HAVE AGREED TO THE FOREGOING RESOLUTION AS OF THE DATE INDICATED ABOVE. EXECUTED by the Village of Greeley this 9th day of June, 2014.

Motion was made by Wood and Seconded by Dutcher to adopt Resolution 2014-0609. Aye: Donovan, Wood, Dutcher, Walsh. Nay: Swanson. Motion Carried.

Dave Young, Greeley Care Home Admin., met with the Board to discuss care home updates.

Bob Absalon, utility superintendent, met with the Board regarding quote to inspect and repair media tanks and a brush cat shredder for the bobcat.

Motion was made by Donovan and Seconded Walsh to accept the quote received from Tank Tech to complete the repairs on media tanks. Aye: All. Absent: None. Motion Carried.

Motion was made by Dutcher and Seconded by Swanson to purchase the brush cat attachment for the bobcat. Aye: All. Absent: None. Motion Carried.

Eric Hellriegel met with the Board to discuss GIS/GPS mapping and community survey project.

Charlie McManus met with the Board regarding building a storage shed for the Legion Club. Properties will be surveyed to determine property lines.

Motion was made by Wood and Seconded by Swanson to approve the SDL for the Greeley Irish Festival September 20th, 2014 from 10 a.m. to 1 a.m. Aye: All. Absent: None. Motion Carried.

The Board discussed rv park reservations during the Greeley Irish Festival and road repairs.

Jim Ely met with the Board regarding nuisance complaints that are being prosecuted through the Court.

Dan Casey met with the Board regarding the swimming pool and gave updates.

Motion was made by Donovan and Seconded by Walsh to purchase a $100 gift certificate to Greeley’s Rapid Stop and Country Market for Dan Casey for his help with the swimming pool. Aye: All. Absent: None. Motion Carried.
