Board Meeting Minutes
January 12, 2015 7:30 pm
The Board of Trustees of the Village of Greeley held their regular meeting January 12, 2015 at 7:30 p.m. at the Greeley Village Board Room. Members present were Bob Dutcher, Patty Swanson, Sally Walsh, Tony Wood and Dan Casey. Chairperson Dutcher called the meeting to order, noted the Open Meeting poster on the wall and thanked everyone for coming.
Notice of the meeting was given in advance thereof by publication, a designated method for giving notice as shown by the Affidavit of Publication attached to these minutes. Notice of this meeting was given to the Village Board Members. Availability of the agenda was communicated in the advance notice and in the notice to the Board members of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Role was called: Present: Swanson, Walsh, Dutcher, Casey, Wood. Absent: None.
Motion was made by Swanson and Seconded by Walsh to approve the minutes of last months meeting. Aye: All. Absent: None. Motion Carried.
Swanson introduced Ordinance 0112-2015, adoption of the municipal code, and moved the statutory rules requiring reading on three different days be suspended. Wood seconded the motion to suspend the rules, and upon roll call vote the motion the following Board members voted Yea: Swanson, Walsh, Dutcher, Casey, Wood. The following voted Nay: None. Absent: None. Motion Carried.
The motion to suspend the rules was adopted by three-fourth of the board and the statutory rules were declared suspended for consideration of said ordinance.
Said ordinance was then read by title, and Trustee Casey moved for final passage of the ordinance, seconded by Trustee Walsh. The Chairman stated the question was “Shall Ordinance No. 0112-2015 be passed and adopted?” Upon roll call vote, the following Trustees voted Yea: Swanson, Walsh, Dutcher, Casey, Wood. The following voted Nay: None. Absent: None. Motion Carried.
The passage and adoption of said ordinance having been concurred in a majority of all members of the Village Board, the Chairman declared the ordinance=e adopted. The Chairman, in the presence of the Board, signed and approved the ordinance and the Clerk attested the passage and approval of the same and affixed her signature thereto.
Resolution No. 2015-0101 was introduced and moved for passage by Trustee Dutcher that Ordinance No. 0112-2015 be published in book form by Municipal Code Services and that copies be made available for public inspection. The motion was Seconded by Trustee Wood, and on roll call the following voted Yea: Swanson, Walsh, Dutcher, Casey, Wood. Nay: None. Absent: None. Motion Carried.
Lora Mousal, Greeley CH/AL Administrator, met with the Board and gave updates from the Care Home.
Bob Absalon, Maintenance Supervisor, met with the Board and and gave maintenance updates.
Motion was made by Wood and Seconded by Swanson to purchase a new root cutter for $895.00. Aye: All. Absent: None. Motion Carried.
Tim & Marta Dugan met with the Board regarding a nuisance on their property on O'Connor Ave. The Board advised that corrective action must be taken to remedy the nuisance. Further discussion will be held at the next regular meeting.
Motion was made by Wood and Seconded by Swanson to approve a SDL for Pheasants Forever’s annual banquet for February 28th , 2015 with an alternate date of March 7th, 2015. Aye: All. Absent: None. Motion Carried.
The Board discussed a $2.00 per household per month raise in rate from Mid-Nebraska Disposal for sanitation services.
Motion was made by Dutcher and Seconded by Walsh to raise the monthly sanitation charge by $2.00 per household. Aye: Walsh, Dutcher, Casey, Wood. Nay: Swanson. Absent: None. Motion Carried.
The Board discussed dogs, dog catcher and fines to be imposed. Tabled until next meeting.
The Board discussed the open Care Home Board Member position. Tabled until next meeting.
The Board discussed the Community Survey conducted. More surveys need to be returned to finish the figures and determine the Village’s LMI status for CDBG funding.
Jim Ely, Village Attorney, discussed lot clean up cases. Will continue to prosecute on nuisances that have not been resolved.
