Board Meeting Minutes

December 8, 2014 7:30 pm

The Board of Trustees of the Village of Greeley held their regular meeting December 8, 2014 at 7:30 p.m. at the Greeley Village Board Room. Members present were Bob Dutcher, Patty Swanson, Sally Walsh, Dan Casey, and Tony Wood. Chairperson Dutcher called the meeting to order, noted the Open Meeting poster on the wall and thanked everyone for coming.

Role Called: Present: Swanson, Walsh, Dutcher, Casey. Absent: Wood,

Chairperson Dutcher swore in new Trustee Dan Casey.

Wood arrived at 7:32p.m.

Dutcher welcomed Casey as a new Board of Trustees member.

Motion was made by Swanson and Seconded by Wood to appoint Bob Dutcher as Board Chairperson. Aye: All. Absent: None. Abstain: Dutcher. Motion Carried.

Motion was made by Casey and Seconded by Walsh to appoint Patricia Swanson as Board President. Aye: All. Absent: None. Abstain: Swanson. Motion Carried.

Motion was made by Walsh and Seconded by Swanson to reappoint Chris Miller with Miller and Associates as the Street Superintendent. Aye: All. Absent: None. Motion Carried.

Motion was made by Dutcher and Seconded by Swanson to approve minutes of last months meeting. Aye: All. Absent: None. Motion Carried.

Lora Mousel, Greeley CH/AL Admin., met with the Board and gave care home updates.

Dutcher introduced Resolution 2014-1201: WHEREAS the Greeley Care home is needing to pay expenses, and WHEREAS, there are insufficient funds on hand with the Greeley Care Home to pay said expenses, and WHEREAS, the Greeley Care Home Board has sought a loan from First National Bank in Ord, Greeley, Nebraska to cover said expenses, and WHEREAS, the First National Bank in Ord has indicated a willingness to loan said money provided the Village of Greeley backs or co-signs any note for this purpose, and WHEREAS, the Greeley Care Home Board has a $150,000 line of credit to utilize to meet expenses. WHEREAS, the current principal balance is $37,653.54, WHEREAS, the Care Home needs an additional $45,000.00 to cover current expenses, NOW THEREFORE BE IT RESOLVED by the Board of Trustees of the Village of Greeley, Greeley County, Nebraska that the Chairperson of the Board of Trustees may sign on behalf of the Village of Greeley, a line of credit note in the principal amount of up to $150,000, payable from funds provided in the budget or to be provided for in the future budgets, but in no event to exceed one (1) year; also provided that loan proceeds are for payment of the Greeley Care Home expenses. BE IT FURTHER RESOLVED by the Board of Trustees of the Village of Greeley, Greeley County, Nebraska that said Chairperson may pledge the full faith and credit and general obligation funds of the Village of Greeley as security therefore. Dated this 8th day of December, 2014.

Motion was made by Dutcher and Seconded by Wood to adopt Resolution 2014-1201. Aye: Wood, Casey, Dutcher. Nay: Swanson, Walsh. Absent: None. Motion Carried.

Motion was made by Casey and Seconded by Dutcher that Care Home note is to be paid back as soon as Medicare money is received by the Care Home. Aye: All. Absent: None. Motion Carried.

Bob Absalon, Maintenance Supervisor, met with the Board and gave maintenance updates. Discussed Ben Absalon, maintenance, passing wastewater test.

Motion was made by Walsh and Seconded by Dutcher to purchase a new GA72CD locator. Aye: All. Absent: None. Motion Carried.

The Board discussed miscellaneous office furniture and maintenance equipment no longer needed.

Motion was made by Casey and Seconded by Walsh to sell the 1989 Ford L8000 Dump Truck, the 1980 580D Backhoe, and the 1995 Dodge Ram 1500. Aye: All. Absent: None. Motion Carried.

Motion was made by Swanson and Seconded by Walsh to take bids on the miscellaneous office furniture. Aye: All. Absent: None. Motion Carried.

Motion by Wood and Seconded by Walsh to vote for Jay Meyer as the Region 26 representative. Aye: All. Absent: None. Motion Carried.

The Board discussed dogs at large will continue discussion at next regular Board meeting. -

The Board discussed employee insurance.

Motion was made by Walsh and Seconded by Swanson to increase the full-time permanent employee insurance reimbursement benefit to $600/mo. Aye: All. Absent: None. Motion Carried.

The Board discussed a permanent fence around small ball field. Grants funds may be available to assist with purchase.
